Introduction

Science and Technology Division, Taipei Representative Office in the EU and Belgium 
 

1. Brief history:

The Science & Technology (S&T) Division, Taipei Representative Office in the EU and Belgium is a branch office of the National Science Council (NSC), Taiwan, ROC. Established in May 1992 and located within the Taipei Representative Office in the EU and Belgium, the S&T Division aims to maintain contacts with S&T related institutions within the European Union and to enhance bilateral S&T research, development and industrial exchanges between Taiwan and seven European countries including Belgium, the Netherlands, Luxembourg, Demark, Finland, Norway, and Sweden.   

2. Staff members:

The S&T Division includes three staff members, namely the Division Director, the Executive Secretary and a locally hired assistant.   

3. Missions and Services:

Under the supervision of the Taipei Representative Office in the EU and Belgium, the S&T Division deals with the EU S&T related institutions and the above mentioned seven European countries for        

  1. Promoting signing of bilateral science and technology collaboration agreements;
  2. Encouraging bilateral S&T Joint Research Projects (JRPs);
  3. Organizing bilateral or multilateral Joint research workshops, seminars or conferences;  
  4. Enhancing S&T related exchange visits among scientists and people with an outstanding S&T record; 
  5. Establishing a bilateral or multilateral training mechanism for Ph.D. students and Post-doctoral researchers;
  6. Providing information regarding the most recent S&T development in the countries concerned.   
 

4. Implementation of the existing bilateral S&T Collaboration Agreements signed by NSC,  the EU and the above mentioned seven West European and Scandinavian countries.    

      1) The European Union

           Implementing the EU-Taiwan Financial Arrangement between NSC and DG-

           Information Society and Medias of the European Commission: since the signing of

           this Agreement on 7 October 2003, the S&T Division has provided promotional

           activities and lent assistance to facilitate successful participation of Taiwanese research

           teams in the previous 6th Framework Program(FP6, 2002-2006). The same efforts are

           invested to stimulate more participation of Taiwan’s research projects into the JRPs

           under the current 7th Framework Program (FP7, 2007-2013).      

               

      2) Belgium

          a) Implementing the Scientific Cooperation Agreement between

              NSC and Belgian National Foundation for Scientific Research (FWO/FNRS) and

              encouraging more general bilateral S&T exchange and collaboration;

          b) Implementing the Scientific Cooperation Agreement between

NSC and Belgian Interuniversity Micro-electronic Centre (IMEC), and encouraging

              more S&T exchange and collaboration, notably, for the research area of micro-

              electronics and semi-conductors;

          c) Implementing the Scientific Cooperation Agreement between

              NSC and Belgian Flanders Institute for Biotechnology (VIB), and encouraging

              more exchange and collaboration, notably, for the research area of biotechnology;

          d) Implementing the Exchange Programs signed by Taiwanese

              National Chiao Tung University, Belgian Catholic University of Leuven(KUL),

and IMEC and promoting exchange and joint research cooperation for Ph.D. students and Post-doctoral researchers.

   

      3) The Netherlands

          a) Implementing the Scientific Cooperation Agreement between

              NSC and the Dutch National Foundation for Scientific Research (NWO) and

              encouraging more general bilateral S&T exchange and collaboration;

          b) Implementing the Scientific Cooperation Agreement between

              NSC and the Dutch International Institute for Asian Studies (IIAS), and encouraging more 

              exchange and collaboration, notably, for the research area of Asian Studies.

 

      4) Denmark

          Implementing the Scientific Cooperation Agreement between

          NSC and the Danish Technical Council and encouraging bilateral S&T exchange and

          collaboration.

         

      5) Finland

          Implementing the Scientific Cooperation Agreement between

          NSC and the Academy of Finland and encouraging bilateral S&T exchange and

          collaboration.  

      6) Norway

          Implementing the Scientific Cooperation Agreement between

          NSC and the Research Council of Norway(RCN) and encouraging bilateral S&T

exchange  and collaboration.  

      7) Sweden

          a) Implementing the Scientific Cooperation Agreement between

              NSC and the Swedish Research Council (SRC) and encouraging bilateral general

              S&T exchange and collaboration;

          b) Implementing the Scientific Cooperation Agreement between

              NSC and the Swedish Foundation for International Cooperation in Research and

              Higher Education (STINT) and encouraging bilateral S&T exchange and

              collaboration.
