Government R&D policy and strategy

 

In order to push forward the transformation and amelioration of the Taiwanese industry, Taiwanese government adopted the three principles of "Innovation, Employment, and Assignment" as its core values. The government has also adopted "Connecting to the Future, Connecting to the World, and Connecting to the Nature" as its three main policy rules, which should all stimulate the atmosphere as well as the capabilities of the industrial innovation. The government is promoting core industrial innovation projects such as "Smart Machinery", "Asian Silicon valley", "Green Energy Technology", "Biomedicine industry", "National Defence Industry", "New Agriculture", and "Circular Economy" in order to drive the next generation of the Taiwanese industry and simultaneously to support the economic growth.

Through the arrangement of the prospective and crucial technology and by attracting top talents, it will shape the industry and innovate the towns as well as strengthen the integration capabilities of the Taiwanese system, attract local and foreign investment, advance and link world innovation energies, promote international competitiveness of the Taiwanese industry and improve the quality of life. It would enable realize Green Silicon Valley and smart country in no time. It would also help balance regional development and create employment opportunities.

 

5 + 2 goals for development of industry:

1)         Green Science and Technology Industry

The government has drafted a plan to change into a country without nuclear energy by 2025. A science and technology area for ideas about sustainable development will be established in Shalun district in Tainan, which will be a centre for green science and technology research. The government will promote renewable sources production, especially solar energy, wind energy, geothermal heat energy, sea energy as well as biomass energy.

 

2)         Smart Machinery                                                                                                          

Taichung city on the Taiwanese western coast is in the lead in the area of development of smart machinery and has a lot of future potential in the field as well. Consequently, the government intend to encourage the development of smart machinery through investments in research or through job applications for talents in the field of marketing and such. Other Taiwanese industrial branches will gradually benefit from the development of smart machinery.

 

3)         Biotechnology and Pharmaceutical Industry

Taiwanese experts are the world leaders in the field of biotechnology. The government will sustain the existing research and development centres: Nangang Software Park in western Taipei, Hsinchu Biomedicinal Science Park in Zhubei, Specialised Production of Medicinal Machinery of the Central Section of the Science and Industry Quarter and Dental and Orthopaedics Specialised Southern Section of the Science and Industry Quarters.

 

4)         Asian Silicon Valley

The town of Taoyuan located nearby the Taipei capital will be transferred intothe  research centre for smart technology related fields. It will be symbolically named as the Asian Silicon Valley. The government aims to develop and increase the number of key internet of things technology companies as well as to increase relations between local companies and the US companies in Silicon Valley, California.

 

5)         National Defence Industry

In order to strengthen the country, the information security, aviation and navy will be reinforced. The information security research will be developed through a platform in Taipei, the centre for aviation industry in Taichung and the navy and shipbuilding industry in Kaohsiung.

 

6)         New Agriculture

The plan is abiding by the principles of "Innovation, Employment, and Assignment". In order to increase the marketing capabilities of the agriculture, the aim is to establish a new model of agriculture and to construct a safe agricultural system.

7)         Circular Economy

In order to significantly reduce the consumption of energy and natural sources as well as the production of waste materials, waste materials will be re-defined and production and manufacturing re-planned. New technology enabling to recycle continuously natural materials, raw materials and waste materials within the industry will be used.
